La Fiesta Los Angeles 1884 Program:

"a municipal revolution was effected." The officials of the Fiesta, arrayed in grotesque costumes, met at the Concordia Club on Main Street,

whence headed by a dignified citizen mounted on a burro and followed by a motley crowd, they set out on a march to the City Hall.

On the way, they stopped in front of the Chamber of Commerce, "where, so it was reported, they made things so interesting that the members almost forgot about voting for the harbor" (the fight for San Pedro Harbor was raging at the time.)

At City Hall, a large and noisily demonstrating throng had assembled, La Fiesta junta took their seats on a gaily decorated platform, erected in front of the entrance and entered upon the serious business of the day.

James S. Slauson, fantastically garbed, forthrightedly opened the meeting with these stirring words, remindful perhaps of the fiery orations of the French Revolution.:

"Behold the beautiful citizens assembled to avenge their wrongs (loud tooting of horns).

"When a government, by its tyranny (more horns) becomes unbearable, there is nothing to destroy it but revolution. We propose to destroy the tyranny of this government (still more horns). We propose to arrest this municipal government and bring it to trial."

A herald, in ballet skirts, then announced that Mayor Thomas E. Rowan and the City Council would be brought in. These officials having been unceremoniously produced,

J.H. Dockweiler stated that inasmuch as the Queen of the Fiesta was but three days journey from the city, the present government should be overthrown and a new one established on her arrival.

Public Shaming/Derison/Folly  [p. 105]

  • The amateur wits of the city next had their fling. They introduced a number of resolutions referring satirically to various questions then under consideration.
  • For instance, one of them declared that as everybody wanted a crosswalk, the same shall be build as soon as the rains began,
  • and another proposed that the harbor shall be established on Mount Lowe.

At the conclusion of this bizarre and somewhat boisterous meeting,

  • the Mayor and Council were expelled from office
  • and the Fiesta officials installed in their places.

  • All preparations having been made
  • and the preliminaries having been accomplished in due form,
  • the long and eagerly not to say excitedly awaited tenth of April, the day set for the official opening of La Fiesta de Los Angeles arrived.
  • It was ushered in vociferously with the ringing of bells, the blowing of whistles, the blaring of trumpets, the beating of drums, the discharge of musketry and the firing of cannon. (Fanfare)
  • After this resounding din, the people gathered in mass around the grandstand in Central Park (Pershing square, now) where the Mayor gracefully abdicated.
  • Then the Queen, wearing a mask (for her identity was still supposed to be a secret) and surrounded by her Ladies in Waiting,
  • after a greeting song composed by Professor Wilhartitz to the tune of America, was enthroned wtih stately ceremonial. (La Fiesta Los Angeles Greeting Song)
  • A gallant speech by His Honor and a gracious response by Her Majesty concluded this courtly ritual.
  • It may be observed now, without breach of confidence, that the lady who had been selected to reign during the Fiesta was the charming Mrs. Ozro W. Childs, Jr., one of the fairest belles in all Los Angeles.

In the afternoon of this Historical Day, as it had been designated, occurred the parade. It assembled at Ninth and Hill Streets, proceeded north to the park, where it was reviewed by the Queen; thence to Third, east to Spring, north to the Plaza, around the Plaza and to Sixth and Main, where it was disbanded.

Some of the floats quite elaborately represented

  • landmarks in California history-

the landing of Cabrillo (Old Spanish Life) one hundred Yuma Indians in native dress, gathered by Harrison Fuller, dancing wild dances underway;

an irrigation scene;

a scene depicting a group of emigrating forty-niners;

For the emigrant float, fourteen burros, for the feeding and corraling of which Fuller had been awarded the contract, were packed with bedsteads, mattresses, stoves, boxes and other emigrant train equipment "in such a manner as to delight old-timers and amuse the tenderfeet and well-nigh obscure the little animals." [p. 106]

  • On the boom float, a frame enclosed a canvas on which were painted lots which were being offered by a loud-voiced professional auctioneer, a score of excited men, capering about him and a brass band playing old boom tunes. This reminder of the erstwhile real estate fiasco was followed by a carriage in which "rode four of the genuine old boomers whom everybody knows."

  • The busted Boom float was more simple but equally vivid. It represented the interior of a real estate office divided into a number of desk stalls, all of which were deserted except for one man with a crushed hat pulled down over his eyes and "looking dejected", thus illustrating the genius of Americans for extracting humor even from their troubles.

Following the historic features, there were floats entered by

  • the City of Los Angeles,
  • other towns of Southern California,
  • the Chamber of Commerce,
  • the secret societies
  • and business firms of the city.

Prominent among these was a large bottle of bourbon whiskey advertising the wares and location of Robert Kern, well-known purveyor at retail of alcoholic beverages.

During the preliminary meetings of the Executive Committee, a question had been raised concerning the propriety of permitting his participation; but when it was pointed out that he had made a substantial contribution toward the expenses and shown a very patriotic spirit indeed, the Committee disregarded this righteous qualm and rendered a decision in his favor.

Best remembered, perhaps, by those still living, who witnessed this parade of fifty-three years ago, was the Chinese float.

  • As one reporter enthusiastically observed, "It seemed as if all the genius of the Orient had been brought in to make it beautiful and artistic,"
  • and to add a further touch of the exotic, a group of residents of the then large Chinese section ambled along, clad in their native costumes, wearing queues, symbolic of subjections to the Manchu dynasty, burning incense and playing the instruments which had greeted the attentive ears of Marco Polo some six centuries before.
  • Late in the day, this colorful parade in which, Rudyard Kipling nothwithstanding, East and West did meet, disbanded and participants and observers separated and returned to their respective places of abode (we hope),

Looking forward with high expectancy to the spectacle which had been prepared for the following eveninng-designated as Carnival Night.

For the night parade had been arranged an elaborate scheme of illumination, the details of which, because they betoken the transition from the old to the new methods, are of some interest.

  • Chinese lanterns;
  • red and brown fire burned by men standing on brackets erected on telegraph poles;
  • the arc lights of the city painted with the fiesta colors,
  • and four hundred incandescent lights strung along Spring Street-all these illuminating devices combined to make downtown Los Angeles as the day and to create a glow which could be seen from several miles beyond its limits.

Up and down the streets, through this shining radiance, rolled the floats of the previous day's parade, bedecked with the vari-colored flowers of the Southland and manned by masked participants. They were followed by a long line of carriages, tallyhos, stage coaches, hacks, dog carts, and pony chaises--and so ended the seond day of the Fiesta.

The [April] twelfth was Children's Day.

  • In the morning, the Fiesta Committee formed a procession to pay a visit to the Chinese Board of Trade. Here,
  • Chan Kin King made them a speech after which refreshments were served and to conclude the ceremonies, large strings of firecrackers were set off on the street below-an old Chinese custom.
  • The afternoon was given over to the parade. The children had been carefully drilled under the direction of Superintendent of Schools, Leroy Brown, assisted by all the teachers, who entered enthusiastically into the spirit of the event.
  • The pupils

of the grammar schools;

students from the High School;

the Normal School;

Los Angeles Business College' Throop Institute, now (1947) California Institute of Technology,

and cadets from Santa Monica and Downey took part in the parade,

which was headed by Chief of Police John Glass,

accompanied by a mounted police guard and

followed by the Director-General, a group of city officials.

The boys and girls marched separately in company formation, each company being composed of fifty youngsters and

officered by a captain, two lieutenants and a sergeant.

To the thousands who lined the streets and especially to the six hundred children for whom seats had been provided in the Central Park grandstand,

Children's Day proved to be one of the most appealing events of the week and is still fondly remembered by some of us who, then in our teens, took part in the parade or witnessed it. [p. 108]

[p. 108] Friday was designated as Military-Floral Day.

  • The Army and Navy and the police and fire departments, in full array, were represented in the parade.

Included also were many floats, large carnival cars and chariots decorated with plants, fruits and flowers, 1947, 1894

as well as private carriages from

the light two wheeler to

the heavy family coach and a section of bicycles which had been gaily decorated by the riders or their friends.

To judge by the accounts in the press, the most spectacular feature of the day was "a slendid float of ancient Rome. In toga costume, on a canopied throne, sat a Caesar; beside him sat two lictors; and in an arena below him, gladiators wrestled and held fierce combats with broad Roman swords."

When the Yellow Jacket Mine burned, the Crown Point had to be closed as well. Jones made a final attempt to bring in ventilation for the trapped miners two days after the fire began and then he sealed off the Crown Point and its connections to the Yellow Jacket,1943, 1869

Three adjoining mines (the Crown Point, the Kentuck, and the Yellow Jacket) were working on the same east ore bodies from the 600- to the 900-foot level

and their extensive stopes were a maze of large resinous pine timbers.

The fire, of unknown origin, started on the 800-foot level of the Yellow Jacket and had been burning for several hours without knowledge owing to heavy doors in the drifts . . .

when the men on the morning shift were lowered down the shafts a mass of charred timbers in the stopes broke under the weight of the roof, sending a blast of deadly gas and smoke through the workings of the three mines.

A few were hoisted back, many were suffocated, and others burned . . . three days . . . heroic efforts were made to reach the remaining men. When it became clear that all below were dead and that not even their bodies could be recovered at that time, the shafts were sealed . . .      

[p. 123] "The last descent into the Crown Point prior to the second sealing of the shaft was made on April 12 (the fire occurred on the 7th) by Superintendent Jones and a young man who tried to connect a pipe with the blower tube. Foul air drove them out after fifteen minuets without making the connection.

After the shafts were sealed large volumes of steam were forced into the workings to check the fire.

Those mines, which had been among the most productive on the Lode, were practically ruined. The caved stopes smouldered for months and yielded but little good ore afterward.

Instead of paying dividends all three mines began to levy assessments.

  • [p. 249] "The immense quantity of timber used to fill the stopes of the Virginia and the California was often remarked upon: "Every ton of ore extracted from the Con. Virginia and California mines leaves a corresponding vacuum. That space is filled with solid 14- and 16-inch timbers, leavving only a sufficient space between the huge bulkheads for the passage of men and cars . . . The cost of these timbers at the mines is $21 per thousand feet (board feet), but even at these figures, it is much cheaper to fill with timber than to employ men to fill with waste rock."
  • [p. 249] "Not less than 150,000,000 feet of timber, board measurement, had been packed into those stopes and workings-enough to builld a dozen small cities-and a fire would turn the mines into a volcano. Lord tells of that danger and of the vigilance of Mackay and Fair.
  • "Fortunately, no fire occurred until May 3, 1881, when the bonanza ore was exhausted. There was no hope of quenching it, so all drifts and other openings into the stopes were closed and sealed in order to shut off the supply of oxygen. [p. 249] Three years after, when the fire was brought under control by the injection of carbonic acid gas, the upper stopes were opened and the extraction of low-grade ore was begun. Meantime, the bonanza mines had been levying assessments to carry on deep mining. that hope failed at the end of 1884, the pumps were drawn, and the lower workings began to fill with water. The shares of Con. Virginia and California, which had already fallen to 15 cents, then sold at 5 cents. The Bonanza Firm had not given the stock any support for years and the speculative public lost all interest until the low-grade operation proved unexpectedly profitable.
  • [Footnote: "When the [1881-1883] fire burned out the millions of feet of timbers which had been packed into the stopes as the ore was removed, the whole country caved downward to fill the vacancy. The cave extended far up on the hillside back of the town leaving a long crack like an earthquake slip. So great was the pressure in the stopes that pieces of old 14-inch timbers were compressed to 6 and even 4 inches and resembled petrified wood. The cause was thought to be a defective flue or a cigarette, 1987, 1912

J.P. Jones was given a lease on the Con. Virginia stopes from the 1550 level upward under an agreement to pay a royalty of 50 cents a ton for every ton milled, 1943, 1883

All of the openings into the stopes had been sealed since the fire broke out in 1881 and it was stipulated that he should not begin operations until the stopes could be entered.

[Footnote: "When the [1881-1883] fire burned out the millions of feet of timbers which had been packed into the stopes as the ore was removed, the whole country caved downward to fill the vacancy. The cave extended far up on the hillside back of the town leaving a long crack like an earthquake slip. So great was the pressure in the stopes that pieces of old 14-inch timbers were compressed to 6 and even 4 inches and resembled petrified wood. The town itself slid downward a little, but without damage except to brick buildings." Nevada Historical Magazine for 1911-1912.]

[p. 250] "Mackay was in Europe practically all of that year engrossed in the affairs of the proposed Atlantic cable, and it is evident that neither he nor Superintendent Patton had much confidence that the fills and margins of the old stopes could be mined at a profit. All of their efforts during the preceding four years [1883-1879] had been spent on a search for a new ore body below the Con. Virginia bonanza.

[p. 250] "Patton notified Jones in the spring of 1884 that he had extended a drift into the stopes o the 1200-foot level and that he could begin operations. Jones commenced in May, and up to November 1, 1885, had mined and milled 18,487 tons of ore yielding $310,109.69, or $16.70 a ton, valuing silver at $1,2929 an ounce. The discount brought the value down to $14 a ton.

Development work down to and including the 2900-foot level had been a continual disappointment, and on January 1, 1885, deep mining in the North End mines was abandoned. Ten months later the water was at the 2000-foot level and still rising.

"As soon as it appeared that Jones was succeeding the Con. Virginia company began to extract low-grade ore below the 1550-foot level. For economy of management and operations the Con. Virginia and California companies were reincorporated on October 1, 1884, as the Consolidated California and Virginia Mining Company with a capital of 216,000 shares of the par value of $100 each. The company itself mined 19,670 tons, yielding $15.91 a ton during the first year, which gave a small profit. Mackay wanted the company to take over all of the operations and he [p. 251] persuaded Jones to surrender his lease to the company by agreeing to give him a one-third interest in the new milling company to be organized to mill the ores. James L. Flood who had taken his father's place in connection with mining affairs,, was the third partner. [p. 251 Footnotes: James C. Flood [ -1889] died in 1889 of a long and distressing illness with Bright's disease. It is said that Mackay and James L. Flood bought all of the stock in the treasury at the market price when these operations were begun.]

The Jones lease was surrendered on January 1, 1886, and the Consolidated Company entered upon ten years of very profitable mining in and about the old stopes, although the operation would have been far less successful except for the lucky discovery of three narrow sheets of good ore adjoining the old California stopes. The first one was found in the summer of 1886, the second in 1891, and the last in 1894. It happened that the first was encountered after Mackay returned to take charge while Superintendent Patton took a vacation. Fair had done little crosscutting on either side of the bonanza owing to the rush of water that followed the cutting of clay walls. In these later years the stopes were practically dry as the water had been drained by deeper workings.

 [p. 252] ". . . Mackay and Flood . . . withdrew from the Comstock in 1895.

"During the years 1884 to 1895, inclusive, the mine produced 860,661 tons of ore, yielding $16,447, 221, coin value, or $19.11 a ton, from which dividends amounting to $3,898,800 were paid, after the payment of $1 a ton royalty to the Sutro Tunnel Company. The value of the gold exceeded that of the coin value of the silver by nearly $2,000,000. The average milling charge was $6.50 per ton, with an 80 percent recovery rate. Mackay and Flood had large idle mills at that time, which enabled them to make a low milling charge . . .

[p. 252] "It is interesting to note that the low-grade operations in the bonanza mines yielded more in dividends than were paid by any of the other Comstock mines in all their history with the exception of three-the Savage, the Crown Point, and the Belcher.

Fouquieria is a genus of 11 species of desert plants, the sole genus in the family Fouquieriaceae. The genus includes the Ocotillo (F. splendens) and the Boojum tree or Cirio (F. columnaris). They have succulent stems with thinner spikes projecting from them, with leaves on the spikes. They are unrelated to cacti and do not look much like them; their stems are proportionately thinner than cactus stems and their leaves are larger, 2010

 Santa Monica enjoined him from building his pier saying the ocean front was an extension of Pier Avenue, and Fraser argued that he had only given the city an easement not a deed to their sewer outfall.  In 1914 Fraser won and completed the entrance to his Pier and decided to build a Casino, 1987, 1914
